Problem Solvers Unveil Bipartisan Immigration Reform Principles

SACRAMENTO - Members of California's bipartisan and bicameral Problem Solvers Caucus today unveiled their bipartisan immigration reform principles at a press conference outside the California State Capitol.

The California Problem Solvers Caucus stands behind the following five bipartisan principles on immigration and urges congressional action on common sense reform:

  1. Undocumented immigrants and DACA (Deferred Action for Childhood Arrivals) recipients have contributed greatly to California’s culture and economy for decades.

  2. A secure border is essential to combatting the illegal drug trade, preventing human trafficking, and ensuring national security.

  3. Due process is guaranteed by the Fourteenth Amendment to ensure equal treatment under the law and is a foundational value of our democracy.

  4. Many undocumented immigrants are long-term residents, work in essential occupations, pay substantial payroll taxes, and would contribute even more if provided legal status.

  5. A path to legal status should exist for undocumented workers that pose no threat to public safety.

"For too long, federal inaction has left our communities in limbo," said Assemblyman David Alvarez (D-San Diego), a Problem Solvers Caucus Co-Chair. "These principles lay the groundwork for real solutions—securing the border, honoring due process, and providing a path to legal status for those who have earned it. It’s time for Washington to do its job."

"This issue is too important for partisan games. The time for slogans is over. It’s time for action that is thoughtful, bipartisan, and rooted in the values that define California and this country," said Assemblyman Jeff Gonzalez (R-Indio). "DACA recipients and undocumented workers are an essential part of California's workforce and community," said Assemblyman Juan Carrillo (D-Palmdale). "We need Congress to enact reforms that reflect our values and protect families who’ve contributed so much to our state and nation."

"Our immigration system is broken, and it's time for Congress to act," said Assemblyman Josh Hoover (R-Folsom). "These bipartisan principles strike a balance between securing the border and recognizing the value that hardworking immigrants bring to our economy. California can't solve this alone—Washington must lead."

Members of the California Problem Solvers Caucus are actively working with their counterparts in the federal Problem Solvers Caucus and plan to advocate for these principles over the coming months. 

The California Problems Solvers Caucus was established in 2020, and seeks to find solutions reached through collaboration, not division; mutual respect, not partisan bickering; and will work in service to the people of California. The caucus is made up of both Assemblymembers and Senators, Democrat and Republican.
