What Does AB30 Mean for Californians?
California drivers have long faced some of the nation's highest gasoline prices. Thankfully, through a historic bipartisan effort, the legislative waiting game has finally come to an end. On October 3, 2025, Assembly Bill No. 30 (AB 30) was signed into law, immediately authorizing the sale of the E15 gasoline blend. This action means that California, the final U.S. state to permit this fuel, is now offering a cheaper and cleaner option.
This landmark victory is a direct result of the California Problem Solvers Caucus, a bipartisan and bicameral group established to find solutions through collaboration. AB 30 was sponsored by the bipartisan Caucus and co-authored by Assembly Members David Alvarez (D) and Heath Flora (R). This urgent measure was driven by a commitment to put People over Party and finally resolve years of regulatory delays by the California Air Resources Board (CARB).
The overwhelming consensus for providing immediate relief was undeniable. AB 30 secured broad bipartisan support, passing the Assembly 77-0 and the Senate 39-0. This legislative action reflects a shared commitment to providing financial relief for Californians facing high fuel costs.
The authorization of E15 brings significant advantages. This study estimates that E15 could lower gasoline prices by approximately 20 cents per gallon. This translates to potential annual statewide savings of up to $2.7 billion for drivers, or about $200 per household. Furthermore, E15 helps reduce emissions of tailpipe pollutants and greenhouse gases, benefiting both the environment and public health. Because AB 30 included an urgency clause, E15 became legal to sell immediately upon the Governor’s signature, delivering immediate relief at the pump.
